Joe Jobe is the Chief Executive Officer for
the National Biodiesel Board (NBB). The NBB is the national trade association representing the biodiesel industry as the coordinating body for biodiesel research and development in the US. Its members include feedstock producers and processors, soybean commodity boards, biodiesel suppliers, and fuel marketers and distributors.
Joe has been with the NBB since 1997, and has served as CEO since January 1999. Joe’s duties included serving as the principle investigator for the $2.2 million biodiesel health effects testing program.
Joe became interested in agricultural, environmental, and energy issues growing up on a farm in central Missouri. Prior to working for the NBB, Joe was a fraud investigator for the Missouri Attorney General’s Office. Prior to that he worked as a certified public accountant.

| Donnell
Rehagen - Chief Operating Officer |

Donnell is the Chief Operating Officer for
the National Biodiesel Board. Donnell heads up the annual National
Biodiesel Conference & Expo
as well.
Donnell has a bachelor’s degree in computer information
systems from Southwest Missouri State University and a Masters
in Public Administration from the University of Missouri- Columbia.
Prior to working for the NBB, he was the fleet administrator
for the Missouri Department of Transportation where he was responsible
for all aspects of the department’s $400 million fleet
including implementation of their biodiesel (B20) use program.

April is responsible for managing all aspects of financial operations.
April graduated for Southwest Missouri State University with a Bachelor of Science in Accounting. Prior to joining NBB, she was the CFO for a not-for-profit service organization for 10 years.

Ms. Thessen also supports the management and data content of
the NBB website.

Jessica is the Director of Communications for the National Biodiesel Board. Jessica directs an ongoing
national media outreach program to increase awareness of biodiesel.
Jessica joined NBB in 2009, bringing to the industry more than a decade of professional communications experience. Her public relations background touches in trade associations, government agencies and politics. Jessica has also worked in radio and television news stations in New Mexico, Missouri and Florida. She is a graduate of the University of Missouri's School of Journalism.

Michael serves as the Director of Federal Communications for the National Biodiesel Board. In this capacity he directs ongoing
national media outreach programs to increase awareness of biodiesel.
Michael has six years of communications experience in Washington, D.C. Prior to joining the National Biodiesel Board, Frohlich served as Communications Director and Chief Spokesman for U.S. Representative Randy Neugebauer (TX-19). In Neugebauer's office, Frohlich worked in-depth with local and national media on energy and agriculture issues. Michael has also served as the Chief Spokesman and Press Secretary for Representative Virginia Foxx (NC-05), a Communications Consultant for iConstituent, LLC, as well as a staff member on the House of Representatives, Committee on House Administration. Michael was born and raised outside Rochester, NY. He attended Gettysburg College, where he received his Bachelors Degree in Political Science with a minor in History.

Doug is the Director of Operations for the National Biodiesel Board. Doug is responsible for planning, implementing, administering and reporting all contracts for funding and for subcontracting. He is also responsible for recruiting new members, assisting members with questions, and providing information and documentation to new and current members. Additionally, Doug manages the day-to-day operations for AllThingsBiodiesel.com online marketplace.
Doug is a graduate of the Professional School of Architecture, Kansas State University. As a business development/management consultant for the past seventeen years, Doug has worked with a wide range of non-profit and for-profit organizations. From “bricks and mortar” projects, technology, strategic planning, budgeting and issues management, Doug brings a diverse operations background to The National Biodiesel Board.

Tom is the Director of Outreach and Development for the National
Biodiesel Board. Tom works to establish synergistic relationships for
the benefit of the biodiesel industry with key stakeholders including
feed stock suppliers, state soybean associations, fuel suppliers, end-users,
policy makers, government agencies, and environmental/ health groups.
Tom also works to identify and access resources that will address the
needs of the organization and the industry.
For the past twelve years Tom has worked as the Director of
Field Services for the Missouri
Soybean Association. Tom was responsible for developing soybased
industrial products and turning them into value-added opportunities
for Missouri soybean producers. Tom has worked on biodiesel for
twelve years in Missouri helping to develop state biodiesel policies,
regulations and markets. Tom is a 1987 graduate of University
of Illinois with a B.S. degree. in Ag Economics.

Manning is the Vice President of Federal Affairs for the National Biodiesel Board. Manning runs the Washington D.C. office, spearheading federal regulatory efforts. He previously served as the Chief of Staff to Congressman Kenny Hulshof (R-MO), who has been one of the primary champions of biodiesel in the U.S. House of Representatives.
Manning has more than 14 years of experience working for members of the U.S. House Ways and Means Committee, which has jurisdiction over tax and trade matters. Manning received his political science degree at Georgia State University.

Shelby serves as the Director of State Governmental Affairs for the National Biodiesel Board. In this capacity he is responsible for government relations – both legislative and regulatory – in all 50 state capitals.
Before coming to the National Biodiesel Board, Shelby served as a legislative assistant and legislative director to three members of the United States Congress during a five-year stint in Washington, D.C. More recently, he served as a policy advisor to Missouri Governor Matt Blunt. Shelby’s expertise in public policy includes renewable fuels, agriculture, economic development, and environmental issues. He is a graduate of the University of Missouri-Columbia.

Chico serves as the Legislative Assistant for the National Biodiesel Board's Washington, D.C. office. As a Legislative Assistant in the NBB’s Washington, DC office, Chico assists the NBB’s Washington DC legislative staff with a wide variety of research projects, address NBB member concerns about federal policy, helps draft official correspondence and assists in monitoring the federal activities that impact the biodiesel industry. Chico graduated from the College of William & Mary with a degree in history.

Don serves as Director of Sustainability for the National Biodiesel Board. Don’s program areas build science and awareness to ensure that biodiesel production meets today’s needs for environmental stewardship, economic prosperity, and quality of life without compromising future generations’ ability to meet these needs for themselves.
Don is a licensed Professional Engineer with a civil engineering degree from the University of Missouri–Columbia. Prior to joining the National Biodiesel Board, Don was an Environmental Engineer for the Missouri Department of Natural Resources. His work there focused on protecting clean, plentiful drinking water. Don enjoys driving and working on diesel engines, and joined the NBB team to help the biodiesel industry grow as a sustainable alternative to traditional transportation fuels.

Scott is
the IT Director for the National
Biodiesel Board and is responsible for the strategic direction and implementation of NBB's information and computing systems. He oversees the direction, support and maintenance of all hardware and software systems used by NBB. Scott is also responsible for daily management and maintenance of the NBB Family of Websites, including Biodiesel.org, BioTrucker.com, AllThingsBiodiesel.com, AskBen.info, BiodieselFoundation.org, BQ-9000.org, and BiodieselConference.org.
